The city of Charleston has in the works a plan to revitalize some of the the peninsula’s more downtrodden neighborhoods. It hopes that by investing in blighted property, staging reconstruction, and then assisting residents looking to purchase a home with much needed funds, it can develop an economic engine that will benefit the entire city.
